**Requirements to be an Active Member of community Chaplains of Arkansas
1. First and foremost the individual must be able to share a clear testimony of a personal relationship with
Jesus Christ as their Savior.
2. The individual shall be in full agreement with the CCOA Statement of Faith.
3. The individual shall agree to be supportive of CCOA leadership and the policies and goals of the group.
The willingness to be a “team” player is vital to the success of our ministry.
4. The individual shall submit a written statement of the r conversion to Christ and an explanation of why the
desire to serve as a Chaplain with CCOA.
5. The individual shall be an active member of a local Christian Church or Fellowship and have the
endorsement of their pastor of the other Church leader for their involvement in CCOA.
6. The individual shall have a current (within the last 12 months) criminal background check completed, or
submit the necessary form giving CCOA permission to conduct the background check at the individual’s
7. The individual must successfully complete the basic “Community Chaplains of America” training course; or
submit certification of similar training (subject to the approval of the CCOA Board) from a recognized
Chaplaincy Organization such as: Billy Graham Evangelistic Association, International Conference of Police
Chaplains or other such groups.
8. To remain on the Active Membership List the individual will need to attend at least one meeting or activity of the CCOA in every calendar quarter. The CCOA Board can consider exceptions to this requirement for “special circumstances” such as, but not limited to , extended sickness or the individual being out of the country for extended periods. This will be at the discretion of the CCOA Board.

*The Rummage Sale Fundraiser Report was presented by Chaplain Dinorah Rangel. Through the sale and donations made by the community, the total income was $522.31. There was some discussion about future sales and what to do with items that were not sold. Chaplain Mary Kisor moved that Chaplain Rangel be allowed to dispose of the items no sold at the final sale at her discretion. Motion seconded by Chaplain Howard Kisor. There was brief discussion then a call for the question, all voted aye, motion carried.
Chaplain Howard Kisor presented a brief report on the status of our constitution and bylaws. He advised that he is following a template that is similar to the one in use by Russellville Area Ministerial Association. Once he completes a draft of the bylaws, he will submit it to the Southern Baptist Conventions’ legal group to look it over. Then it will be sent out by email for all of the chaplains to read through.
Chaplain Paul Northcut made the motion to accept the report, seconded by Chaplain Mary Kisor, all voted aye, motion carried.
**Last item for discussion was the document “Requirements to be an Active Member of Community Chaplains of Arkansas” that was passed out to all present to look over. He then made the motion to accept and adopt this document as part of the C.C.O.A. policy, seconded by Chaplain Mary Kisor; all voted aye, motion carried.
Chaplain Howard Kisor made the motion to elect a Parliamentarian, seconded by Chaplain Greg Hyatt. Chaplain Lopez opened the floor to discussion. It was explained that the duty of the Parliamentarian is to keep all meeting participants in order and to follow proper procedure as explained in Roberts Rule of Order. Chaplain Paul Nortcut advised that as a Board we will need to confirm who is actually qualified for active member status. This is needed in order to determine if we have a quorum present in order to conduct business. It was decided to send a letter to all the chaplains on the current roster asking for confirmation of their desire to remain an active member with the C.C.O.A. Chaplain John Freeman then made a motion to table the motion on the floor until the next meeting. This was seconded by Chaplain Dinorah Rangel. There was no further discussion, the vote was taken; the motion carried and the item is tabled until the July meeting.
***Chaplain Greg Hyatt made a brief presentation on the organizations’ website currently in the building process. Chaplain Paul Northcut made the motion to select a website committee of at least three from the group in attendance, with option to add more as needed, to assist with the website design and content decisions. This was seconded by Chaplain Danny Northcut, all voted aye, motion carried.
